The Federal Government has inaugurated a Joint Implementation Committee to oversee the execution of resolutions and outcomes of the National Conference on Digital Literacy and Emerging Skills, as part of efforts to advance youth empowerment and accelerate digital inclusion in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.
The committee was inaugurated in Abuja by the Secretary to the Government of the Federation (SGF), Senator George Akume, CON, who was represented at the event by the Permanent Secretary, General Services Office, Dr Ibrahim Abubakar Kana. The initiative is a collaborative effort between the Office of the Secretary to the Government of the Federation (OSGF) and the Clergywealth Multi-purpose Cooperative Society Limited (CWMSCL).
In a statement signed by the Director of Information and Public Relations, OSGF, Segun Imohiosen, the Permanent Secretary said the initiative aligns with the Federal Government’s Digital Transformation Agenda and the National Digital Economy Policy and Strategy, which targets the attainment of at least 95 per cent digital literacy by 2030.
He noted that the Joint Implementation Committee is expected to play a critical role in translating policy commitments into measurable outcomes, particularly in equipping Nigerian youths and other segments of the population with relevant digital competencies and emerging skills required in a fast-evolving global economy.
The committee, which is chaired by Dr Ibrahim Abubakar Kana, comprises representatives from key ministries, departments and agencies, as well as relevant non-governmental organisations. These include the Federal Ministry of Communications, Innovation and Digital Economy; the Federal Ministry of Education; the Federal Ministry of Information and National Orientation; the Tertiary Education Trust Fund (TETFund); the National Information Technology Development Agency (NITDA); and the Federal Ministry of Youth Development.
Also represented are the Clergywealth Multi-purpose Cooperative Society Limited (CWMSCL), the Head of Information and Communication Technology in the OSGF, who serves as the committee’s secretary, alongside consultants and other non-governmental stakeholders involved in digital skills development.
The Terms of Reference of the Joint Implementation Committee include the planning and organisation of the National Digital Literacy Conference scheduled for January 28–29, 2026, as well as the rollout, oversight and successful delivery of a nationwide programme aimed at the training and certification of one million Nigerians in digital literacy and emerging skills.
Earlier in her remarks, the Deputy Director of CWMSCL, Hon. Rosemary Ojochenemi Oshikoya, said the organisation is committed to providing sustainable financial solutions, healthcare and housing support for clergy, while also expanding opportunities for youth empowerment through large-scale digital skills training.
She disclosed that Clergywealth’s initiatives include digital skills training and certification for one million youths, alongside community-focused programmes such as the Clergywealth Commodity Club, Clergywealth Artisan Training School, and Clergywealth Microcredit Facility, all aimed at promoting inclusive development and economic resilience.
The inauguration of the committee marks a significant step in the Federal Government’s efforts to deepen digital literacy, bridge skills gaps and position Nigeria’s workforce to compete effectively in the digital economy.
