NITDA Reviews Ministry Of Interior’s ECMS, Applauds Progress In Digital Records Management

The National Information Technology Development Agency (NITDA) has conducted a quality assurance assessment of the Ministry of Interior’s Electronic Content Management System (ECMS), evaluating its performance and impact on document management processes across the ministry.

The assessment team visited key departments serving as the ministry’s primary document entry points to observe the operation of the ECMS and the earlier Electronic Document Management System (EDMS), with a focus on their effectiveness in supporting digital governance and service delivery.

During the visit, officials inspected scanning and document processing activities, where staff demonstrated how incoming physical documents, including correspondence from external sources, are scanned, subjected to quality checks, and uploaded into the ECMS platform for seamless digital access and management.

The team observed that departments operate structured schedules for digitising and archiving files, while trained registry officers oversee scanning, validation, and uploading processes in accordance with established workflow procedures.

Users of the platform expressed satisfaction with its performance, noting that the system has significantly improved access to documents, eliminated incidents of lost or misplaced files, enabled remote work capabilities, and enhanced accountability through comprehensive audit trails, timestamp tracking, and IP logging features.

One officer described the system as “seamless,” explaining that it has improved transparency by allowing stakeholders to monitor document processes in real time while facilitating instant approvals and faster decision-making.

The ECMS also provides flexibility for generating physical copies of documents when necessary. Although a substantial volume of legacy records has already been digitised, some departments continue periodic scanning exercises to ensure active files remain up to date within the digital repository.

Officials acknowledged experiencing minor challenges, particularly network-related issues, but reaffirmed their commitment to sustaining and improving the digital workflow system.

The visit provided NITDA with valuable stakeholder feedback on its cleared digital transformation projects, highlighting significant progress in Nigeria’s public sector digitisation efforts while identifying opportunities for further infrastructure enhancement and workflow automation.

Both NITDA and the Ministry of Interior reaffirmed their shared objective of building a secure, efficient, and paperless civil service capable of delivering improved services and greater public trust for Nigerians.
