The Nigerian Communications Commission (NCC) has launched a Zero-Rated Data Access to Educational Platforms and Content initiative, providing eligible learners with up to 100 megabytes of free daily data to access approved educational platforms across the country.
According to an official statement signed by the Director, Public Affairs, Nigerian Communications Commission, Nnenna Ukoha, the initiative, launched on Thursday, is designed to expand affordable and equitable access to digital learning resources, bridge educational inequalities and support Nigeria’s long-term economic development through human capital investment.
Under the Operator-Sponsored Model, participating mobile network operators will provide eligible users with a daily 100MB data allowance for accessing designated educational websites and platforms. This translates to about 700MB weekly, approximately 3GB monthly and up to 36.5GB annually for each learner.
Speaking at the launch, the Executive Vice Chairman of NCC, Dr. Aminu Maida, said the initiative formed part of broader government efforts to equip Nigerians with the digital skills and knowledge required to drive economic growth.
Maida linked the programme to President Bola Ahmed Tinubu’s vision of building a $1 trillion economy, stressing that the objective would depend significantly on the development of Nigeria’s human capital.
“We need to appreciate how critical education is to economic development because of the role of human capital,” Maida said, noting that the President had made clear the importance of human capital development to achieving the $1 trillion economy target.
He said that while government digital skills programmes were helping to build capacity, affordable internet connectivity remained essential for Nigerians to fully benefit from digital learning opportunities.
“This is where this initiative is very critical,” he said.
Maida explained that although 100MB of free data might appear small, its cumulative impact across millions of learners would represent a significant investment in Nigeria’s future.
“One hundred megabytes of data might sound a little, but when you look at it over a month and over a year, and cumulatively over the millions of learners and students that are going to access it, it’s really a significant investment by the industry towards the future of this country,” he said.
The Commission said available estimates indicate that the daily allowance could support several hours of educational activity, depending on the nature of the content being accessed. Text materials, PDF documents and educational searches generally require less data, while audio-based lessons consume more.
The initiative is also expected to help address disparities in educational resources by connecting students in underserved areas to teachers, learning materials and digital platforms irrespective of their geographical location.
According to Maida, improved connectivity could help bridge gaps between regions with shortages of teachers and those with surplus capacity.
“The gap between certain regions of the country where you would have a deficit in terms of teachers and other regions where you would have a surplus, connectivity is going to bridge that gap,” he said.
Industry stakeholders have estimated that providing the sponsored data to five million students could cost about ₦15 billion monthly and ₦180 billion annually. Maida, however, described the expenditure as a strategic investment in Nigeria’s future rather than a burden on the telecommunications industry.
He said a more productive generation of digitally connected learners would ultimately create new opportunities for innovation and growth in the telecommunications sector and the wider economy.
The EVC also explained that the 100MB daily cap was introduced to promote sustainability while the government and industry assess usage patterns and the overall impact of the programme.
“The idea of a cap of 100 megabytes is also towards ensuring sustainability because if we say it’s unlimited from day one, I think we’re going to be stretching ourselves,” he said.
He added that participating educational platforms were being encouraged to optimise their services by reducing data consumption, including limiting advertisements and improving the efficiency with which educational content is delivered.
The Director, Policy, Competition and Economic Analysis at the NCC, Ayuba Shuaibu, said the initiative would operate under a governance framework through which the Federal Ministry of Education and NCC would jointly approve and whitelist educational platforms eligible to participate.
He said participating platforms would be required to comply with telecommunications, cybersecurity, consumer protection, child protection and data protection regulations.
Eligible platforms include Learning Management Systems, digital libraries, educational repositories, teacher development platforms as well as technical and vocational training platforms.
The framework also contains safeguards aimed at preserving net neutrality, promoting fair competition and ensuring inclusivity across the education sector.
Shuaibu said several educational platforms had already been assessed, approved and whitelisted for the initial rollout, while additional platforms would be incorporated as the initiative expands.
The NCC and its partners will also commence immediate data collection to assess the educational, technical, financial, consumer protection and regulatory impact of the programme.
Key performance indicators will include service availability, platform usage, data consumption, consumer complaints, network performance and compliance with applicable regulations.
The Chairman of the NCC Board, Idris Olorunnimbe, described the initiative as a demonstration of the Federal Government’s commitment to strengthening education through digital access.
Also speaking, the Minister of Education, Dr. Tunji Alausa, commended the NCC for spearheading the initiative and undertaking extensive consultations with stakeholders before its launch.
Alausa said the programme addressed one of the major barriers to digital learning in Nigeria, the cost of internet access and would expand opportunities for students, particularly those from low-income households, to access educational platforms and content without incurring data charges.
