Olumode Adeyemi: Setting the Federal Fire Service on a New Path of Reform.

By Adagher Tersoo

Since his appointment by President Bola Ahmed Tinubu, Controller-General Olumode Samuel Adeyemi has set about repositioning the Federal Fire Service (FFS) for a new era of institutional reform, operational efficiency and proactive fire prevention. His leadership presents an important opportunity to redefine the role of the Service in Nigeria’s public safety architecture: moving it from an institution primarily associated with responding to fires after they occur to a modern emergency-management organisation that anticipates risks, protects critical infrastructure and saves lives through preparedness. At the heart of his agenda is a straightforward proposition: Nigeria needs a Federal Fire Service that is better equipped, professionally managed, strategically deployed and capable of preventing disasters rather than merely responding to them.

One of the clearest expressions of this vision is Adeyemi’s engagement with the Tertiary Education Trust Fund (TETFund) over plans to establish functional fire stations in public tertiary institutions. The initiative recognises that universities, polytechnics and colleges of education are not simply centres of learning; they are repositories of public investment, valuable research equipment, laboratories, libraries, student accommodation and other infrastructure that must be protected against fire disasters. By seeking to bring firefighting capacity closer to these facilities, Adeyemi is advancing a preventive model in which proximity, preparedness and rapid intervention become central to campus safety. The proposal also demonstrates how inter-agency partnerships can help extend the reach of the Federal Fire Service while strengthening protection for nationally important assets.

However, infrastructure alone cannot deliver the transformation the Service requires. Adeyemi’s blueprint must also be measured by its capacity to improve operational readiness, modernisefirefighting equipment, strengthen safety inspections and expand public education on fire prevention. Effective firefighting begins long before an emergency call is received. It depends on identifying hazards, enforcing safety standards, maintaining functional equipment and ensuring that trained personnel can reach incident locations promptly. A stronger preventive culture would reduce avoidable losses and improve the Service’s ability to manage emergencies across government establishments, commercial premises, residential communities and other vulnerable locations. The strategic objective is to make prevention, preparedness and response parts of one coordinated national safety system.

Personnel development is equally central to this transformation. The Federal Fire Service cannot become more effective without investing in the officers who carry out its mandate. Adeyemi’s emphasis on professional advancement, discipline and responsibility, including the reported promotion of 2,620 officers in January 2026, points to the importance of building a motivated and accountable workforce. Promotions must translate into improved performance, stronger leadership at operational levels and greater commitment to public service. Alongside career progression, sustained training, appropriate welfare, transparent administration and access to modern equipment are essential to ensuring that officers possess the skills and resources required to protect lives and property. Institutional reform, in this sense, is not simply about changing procedures; it is about building a professional culture in which competence and accountability drive results.

The Controller-General has also highlighted the importance of strengthening the legal and institutional framework governing fire and rescue services. His call for the National Assembly to expedite consideration of a Federal Fire Service and Rescue Act reflects the need for a framework capable of supporting the demands of contemporary emergency management. Effective legislation, adequate funding and clearly defined responsibilities can help create the conditions for expanded coverage, better coordination and improved operational standards. His appeal for lawmakers, corporate organisations and other stakeholders to support the establishment of fire stations also underscores a practical reality: the national fire-safety challenge cannot be addressed by the Federal Government alone. Sustainable progress will require coordinated investment, cooperation across institutions and a shared commitment to public safety.

Adeyemi’s professional journey provides relevant experience for the reform agenda he now leads. His career began in frontline operations at Kuje Fire Station in the Federal Capital Territory, where he served as Head of Operations from 2002 to 2005, before continuing in a similar capacity at Mabushi Fire Station from 2005 to 2010. He subsequently served in administration and finance, budget, procurement and zonal command roles, before becoming Deputy Controller-General in charge of Administration and Supply in 2024. This progression exposed him to the practical demands of emergency response as well as the administrative systems, procurement decisions and resource-management processes that determine whether a fire service can operate effectively. His career therefore offers a foundation for addressing both the operational weaknesses and institutional constraints that can limit service delivery.

His educational qualifications complement that experience. Adeyemi holds a Bachelor of Education degree in Economics from Ekiti State University, an MBA in Finance from the same institution, and a professional master’s degree in Disaster Risk Management and Development Studies from the Federal University of Technology, Minna. His additional training includes accounting, specialised breathing-apparatus fire training and professional development in leadership, procurement and public administration. These qualifications provide a multidisciplinary background relevant to managing an emergency-response institution that must balance technical expertise, financial discipline, personnel management and disaster preparedness. The challenge is to translate this combination of education and experience into measurable improvements in operational capacity, resource utilisation and public safety.

Ultimately, Adeyemi’s success will depend not on the number of reform initiatives announced, but on the extent to which they produce tangible results for Nigerians. The proposed TETFund-supported campus fire stations must translate into functioning facilities; personnel development must strengthen performance; equipment investments must improve response readiness; and legislative advocacy must lead to a more effective framework for fire prevention and rescue operations. These are the benchmarks against which his leadership should be assessed. By bringing prevention, professional development, institutional partnerships and operational modernisation together under a coherent reform agenda, Adeyemi has an opportunity to move the Federal Fire Service beyond incremental change. The defining measure of his tenure will be whether he can build a Service that anticipates danger, responds decisively and protects lives and property with greater efficiency, consistency and professionalism.
