The State House Conference Hall, Abuja, radiated emotion, admiration, and a sense of distinguished closure on Thursday, July 4, 2025, as top government officials, family members, colleagues, friends, and dignitaries gathered for a grand retirement dinner in honour of Dr. Maurice Nnamdi Mbaeri, OON, FCA, NPoM. The ceremony marked the end of an illustrious civil service career spanning over three decades, culminating in his role as Permanent Secretary, General Services Office (GSO), in the Office of the Secretary to the Government of the Federation (OSGF).
Appointed as Permanent Secretary on November 30, 2018, Dr. Mbaeri’s tenure was characterized by exemplary leadership, administrative finesse, and an unwavering commitment to national service. The evening’s programme was a mix of celebration and reflection, as tribute after tribute recounted his professional journey, personal virtues, and enduring legacy. Guests filled the elegantly decorated hall with warmth and reverence, testifying to the wide-reaching impact of a man described by many as disciplined, principled, and profoundly humble.
Among the eminent personalities who delivered goodwill messages was the Governor of Imo State, Senator Hope Uzodinma, ably represented by the Commissioner for Agriculture, Chief Cosmas Maduka. He lauded Dr. Mbaeri’s leadership and his consistent delivery on assignments, stating that the honouree exemplified true leadership by not only performing his responsibilities but owning them. Describing him as a good ambassador of the state and a source of pride to all, the Governor emphasized that his service was one marked by integrity and responsibility.
Also delivering a heartfelt tribute, the Secretary to the Government of the Federation (SGF) hailed the occasion as both a farewell and a celebration of a career that had made a significant imprint on public service in Nigeria. He praised Dr. Mbaeri’s numerous recognitions, including the National Productivity Order of Merit (NPoM), the Officer of the Order of the Niger (OON), and his fellowship with the Institute of Chartered Accountants of Nigeria. The SGF described him as a strategic thinker and dependable technocrat who maintained coordination and efficiency within the GSO. He underscored Mbaeri’s calm yet firm leadership, which not only strengthened institutional processes but also upheld the values of accountability and excellence.
In his remarks, the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, commended the significance of the celebration and reflected on his close working relationship with Dr. Mbaeri, particularly during the presidential transition period. He described him as deeply knowledgeable, respectful, and dedicated attributes that made his contributions invaluable to national governance. He acknowledged Dr. Mbaeri’s integrity and calm confidence, noting that his retirement was marked with dignity befitting of his stature.
Minister of State for Finance, Dr. Doris Uzoka-Anite, expressed gratitude for having had the opportunity to work alongside Dr. Mbaeri. She described him as meticulous, professional, and exceptionally supportive, stating that he created an enabling environment for those around him to thrive. She commended his consistency in upholding fairness and accountability, while emphasizing that his departure symbolized the successful completion of a purpose-driven career.
Speaking on behalf of the OSGF staff, Mr. Emmanuel Ayoduaka described Dr. Mbaeri as a humble, compassionate, and wise leader who offered clarity and sincerity in decision-making. Reflecting on his integrity in financial matters, Ayoduaka praised his mentor-like leadership and unwavering commitment to problem-solving. He described working with him as inspiring and transformative, thanking him for always being available to guide and support his team.
Also delivering a tribute, the Corps Marshal of the Federal Road Safety Corps (FRSC), CM Shehu Mohammed, speaking on behalf of all federal agencies, hailed Dr. Mbaeri as a pillar of support who remained steadfast and accessible throughout his service. He recounted how Dr. Mbaeri’s encouragement gave hope during challenging times and how his humility and wisdom impacted many. CM Mohammed stressed that his absence would be deeply felt, particularly his warm presence and steady counsel. He concluded with a strong call for continued pursuit of knowledge, echoing the values that Mbaeri represented.
Personal tributes from family, religious leaders, friends, and members of the Abia State University Alumni Association further illuminated Dr. Mbaeri’s character. Many shared stories of mentorship, quiet strength, and decisive leadership, noting that his legacy lives on not only in policies and reforms, but in the lives and careers he helped shape.
In his moving vote of thanks, Dr. Mbaeri expressed profound gratitude to all who supported and honoured him. He began by acknowledging the SGF, the government, and staff of the General Services Office. He reflected on his humble beginnings, thanking God for the grace that enabled him to serve the country with distinction. He specifically appreciated former President Muhammadu Buhari for appointing him as Permanent Secretary in 2018, and President Bola Ahmed Tinubu for retaining his appointment, alongside that of other career officials.
He gave special thanks to ministers, heads of agencies, traditional leaders, and all who contributed to his professional journey. Dr. Mbaeri expressed deep affection for his wife and family, who stood by him throughout his career, and thanked his friends, colleagues, and mentors for their unwavering support. He commended the planning committee for organizing a befitting send-forth and concluded his remarks with heartfelt prayers and blessings for everyone present.
Also giving a vote of thanks, the Chairman of the Fiscal Responsibility Commission (FRC), Barr. Victor Muruako, extended appreciation to all guests for gracing the event. He noted that their presence and support were not taken for granted and thanked Dr. Mbaeri for his remarkable service, dedication, and example. He offered prayers and well-wishes on behalf of all in attendance.
The evening climaxed with a ceremonial toast and a renewed charge to uphold the principles of discipline, integrity, and excellence which Dr. Mbaeri exemplified throughout his public service career. As the curtains fell on his formal role in government, it was evident that Dr. Maurice Nnamdi Mbaeri may have officially retired, but his influence would continue to shape the values and direction of Nigeria’s public service for years to come.
