ICPC set to Launch Anti-Corruption Programme For Local Governments

As part of its efforts to strengthen anti-corruption mechanisms at all levels of government, the ICPC has been working to extend its reach to local governments. This move is significant, especially owing to the fact that local governments are the closest tier of government to the people and play a critical role in delivering essential services such as healthcare, education, and infrastructure.

However, local governments in Nigeria have often been plagued by corruption, mismanagement, and lack of transparency, leading to inadequate service delivery and widespread poverty. To address these challenges, the ICPC is set to launch an innovative program aimed at promoting transparency, accountability, and good governance at the local government level.
A statement signed and made available to newsmen by the commission’s spokesperson Demola Bakare disclosed that the ICPC is to formally launch the Accountability and Corruption Prevention Programme for Local Governments in Nigeria (CPP-LG) aimed at tackling systemic corruption and promoting transparency at the grassroots level in the country.

This development follows recent legal affirmations of local government autonomy, which are expected to strengthen their financial independence and operational efficiency.

According to Demola, the ICPC Chairman Dr. Musa Adamu Aliyu, SAN, who revealed the plan on Wednesday during a summit organized by the Gombe State government on “Local Government Autonomy, Fiscal Responsibility, and Sustainable Development,” explained that the initiative will enhance accountability and fiscal responsibility within local government administration in Nigeria.

Presenting a paper titled “Enhancing Transparency and Accountability in Local Governance: Strategies for Combating Corruption in Nigeria,” Dr. Aliyu underscored the pivotal role of local government administration in delivering essential services to grassroots communities.

However, the ICPC boss lamented the persistent embezzlement, nepotism, contract inflation, and resource misallocation that have long plagued the local government system.

His words, “Systemic corruption undermines the effectiveness of local government functions, leading to inefficiencies, misallocation of resources, and eroded public trust. The lack of transparency and accountability further exacerbates these challenges, creating an enabling environment for corrupt practices,”.

Dr. Aliyu emphasized the need to strengthen legal and institutional frameworks as part of comprehensive strategies to improve governance at the local level. 

These strategies include enhancing financial autonomy, professionalizing local government services, encouraging citizen participation, strengthening institutional mechanisms, and enforcing existing anti-corruption laws.

He explained further that the ICPC has already begun implementing mechanisms to monitor and evaluate local government performance noting that these measures include regular audits, public reporting, and promoting citizen engagement in governance processes.

The ICPC Chairman noted with delight that the Commission is set to formally launch the Accountability and Corruption Prevention Programme (CPP-LG) as part of its broader anti-corruption efforts in the tier of government o.

“Enhancing transparency and accountability in Nigeria’s local governance is crucial for combating corruption and fostering a more equitable society. By fortifying legal frameworks, leveraging technology, encouraging civic engagement, building institutional capacity, and fostering international cooperation, Nigeria can create an environment where integrity thrives,” Dr. Aliyu asserted.

According to him, a collective commitment to the anti-corruption fights with all stakeholders, including government agencies, civil society organizations, the private sector, and the international community is a must if Nigeria is to reduce the menace of corruption and other social vices in the country.

“The fight against corruption demands collective action and unwavering dedication. Nigeria can make significant progress in eradicating corruption by working together and upholding a shared vision of integrity and accountability. Though the journey may be challenging, the rewards of a corruption-free society—where resources are utilized for the public good and every citizen can thrive—are immeasurable. Through sustained effort and commitment, Nigeria can build a brighter and more prosperous future for all,” Dr. Aliyu concluded.
