STATE POLICE: CCAN Urges Nigerians to Submit Memoranda to Fast-Track Process

The Crime Correspondents Association of Nigeria (CCAN) has urged Nigerians from all walks of life to actively participate in the ongoing efforts to reform the nation’s security architecture by submitting memoranda and policy proposals for the establishment of state policing.
The call follows the recent invitation by the Presidential Working Group on the proposed National Policing Bill, which opened a window for the public to contribute to the creation of a comprehensive legal and operational framework for state-led law enforcement.
In a statement jointly signed by the chairman Festus Fifen and Secretary Peter Ireh, the Association emphasized the importance of citizen engagement in the legislative process, noting that the move toward state police is a critical step in addressing the evolving security challenges facing the country.
The CCAN noted that the Presidential Working Group’s invitation represents a historic opportunity for Nigerians to share their perspectives, concerns, and professional insights on how a decentralized policing system should be structured to ensure efficiency, accountability, and the protection of human rights.
“The establishment of state police is no longer just a political debate but a necessity for our national security,” the statement read. “However, for this reform to be effective, it must be community-driven and inclusive. We call on all Nigerians—including legal experts, civil society organizations, and security enthusiasts—to submit their memoranda to the Presidential Working Group within the stipulated period.”
The association urged Nigerians to visit the website  www.nationalpolicingbill.com for their submission while highlighting  that the submission of policy proposals would help the Working Group fast-track the development of a National Policing Bill that is robust enough to provide a clear roadmap for state governments while ensuring synergy with the federal police.
The CCAN also urged the Presidential Working Group to ensure that the process remains transparent and that every constructive input is considered in the final draft of the bill.
“By participating in this submission process, Nigerians are not just contributing to a bill; they are helping to design a safer future for their communities,” the association added.
