Federal Ministry of Works Unveils 2024–2027 Strategic Plan, Validates 2026 Performance Framework

The Federal Ministry of Works has concluded its Sectoral Retreat on the Review and Validation of the 2026 Performance Management System (PMS) Plan, alongside the unveiling of its revised Strategic Plan (2024–2027), as part of renewed efforts to strengthen service delivery and align operations with the Federal Government’s Renewed Hope Agenda.

In an official signed statement, the Director of Information and Public Relations, Mohammed A. Ahmed, said the retreat provided a platform for assessing the Ministry’s operational framework and harmonising its Ministerial Performance Management System (MPMS) with national development priorities.

Speaking at the one-day retreat, the Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FNATE, represented by the Honourable Minister of State, Bello Muhammad Goronyo, Esq., described the exercise as a strategic engagement aimed at strengthening planning, accountability, and performance monitoring across the Ministry and its agencies.

He noted that the Performance Management System serves as a structured coordination tool within the Federal Civil Service, designed to align institutional objectives with strategic mandates while promoting transparency, efficiency, and improved service delivery.

Engr. Umahi urged participants to make meaningful contributions that would enhance the Ministry’s operational effectiveness and accelerate the delivery of critical infrastructure projects nationwide.

The Permanent Secretary, Mr. Rafiu Adeladan, described the retreat as timely, stressing that the reviewed strategic framework would further enhance the Ministry’s capacity to deliver durable and high-quality roads and bridges across the country. He called on participants to contribute innovative ideas that would strengthen institutional performance and public service delivery.

Technical sessions featured presentations on the reviewed Strategic Plan (2024–2027) by Dr. Francisca Odeka of FRANDEK International Consulting Ltd., as well as an assessment of the benefits and challenges of implementing the MPMS in the Federal Civil Service, presented by Mr. Rikko Uwutti.

A key highlight of the retreat was the validation and formal signing of the Ministry’s weighted MPMS template by the Permanent Secretary and Directors, marking a collective commitment to achieving set performance targets for 2026.

The Director of Planning, Research and Statistics, Mrs. Emily Osunde, announced that the cascading of the MPMS to the Employee Performance Management System (EPMS) for lower cadre staff, along with implementation reporting processes, will commence on June 15, 2026.

In a vote of thanks, the Director of Human Resource Management, Mal. Ahmed Muhammad Tukur, assured that all resolutions and recommendations would be duly implemented, while appreciating all stakeholders for their contributions to the success of the retreat.

The Ministry reiterated its commitment to entrenching a results-driven performance culture aimed at improving infrastructure delivery and supporting national development objectives.
