Nigerian Army Deepens Professional Standards with New Evaluation Framework to Boost Operational Efficiency

The Nigerian Army has stepped up efforts to strengthen operational effectiveness and institutional performance with the adoption of a standardized evaluation framework, signaling a renewed drive toward accountability and excellence across its formations.

According to an official signed statement by the Acting Director Army Public Relations, Colonel Appolonia Anele, the initiative was highlighted during a sensitization seminar convened by the Army Headquarters Department of Standards and Evaluation on Tuesday, 28 April 2026, at the Nigerian Army Conference Centre and Suites, Asokoro, Abuja.

The seminar brought together key stakeholders from across the Army’s formations and units, with a focus on deepening understanding and ensuring the effective implementation of structured performance assessment mechanisms.

Declaring the seminar open, the Chief of Army Staff, Lieutenant General Waidi Shaibu, who was represented by the Military Secretary (Army), Major General Everest Okoro, described the initiative as a pivotal step in advancing institutional development within the Nigerian Army. He noted that the engagement marks the first major outing of the Department of Standards and Evaluation since its establishment, underscoring the Army’s commitment to professional excellence and continuous improvement.

He explained that the Department serves as the Nigerian Army’s quality assurance arm, responsible for enforcing compliance with established operational benchmarks, conducting periodic combat-readiness assessments, and evaluating activities across theatres of operation. He added that the framework is designed to systematically identify strengths, address operational and institutional gaps, and enhance overall performance through refined and consistent evaluation processes.

In his welcome address, the Chief of Army Standards and Evaluation, Major General Bobby Ugiagbe, stated that the seminar was aimed at promoting the structured application of standards to reinforce discipline, professionalism, and operational effectiveness within the force. He further emphasized that the initiative would facilitate the institutionalization of standardized evaluation practices across all levels of the Nigerian Army, thereby improving performance outcomes.

The development reflects a deliberate effort by the Nigerian Army to entrench a culture of precision, accountability, and continuous improvement, as it aligns its performance metrics and compliance systems with global best practices in military operations and administration.
