A smooth and well-coordinated Handover/Taking Over Ceremony took place at the Independent National Electoral Commission (INEC) Gombe State office, marking the official transition of leadership from the outgoing Resident Electoral Commissioner (REC), Alhaji Ibrahim Umar, to the newly appointed REC, Dr. Sa’ad Umar Idris.
The event, held at the INEC State Headquarters, was attended by the Administrative Secretary, Heads of Departments (HODs) including General Administration and Procurement (GAP), Electoral Operations, Election and Political Monitoring (EPM), Legal, Finance and Accounts – and other key staff. The ceremony began with an opening prayer, setting a solemn tone, followed by welcome remarks from the Administrative Secretary, who underscored the significance of a seamless transition and reiterated the Commission’s unwavering commitment to professionalism and electoral integrity.
In his farewell address, the outgoing REC, Alhaji Ibrahim Umar, reflected on his tenure, highlighting key experiences and challenges, including environmental hazards such as windstorms that damaged LGA offices during the rainy season. He commended the resilience of the Commission’s staff and expressed confidence in the ability of the incoming REC to tackle emerging issues. He assured his successor of a stable operational environment and pledged his support for a successful tenure.
Dr. Sa’ad Umar Idris, the new REC, expressed heartfelt appreciation to his predecessor for the warm reception and thorough handover process. In his remarks, he urged the staff to remain steadfast in upholding the Commission’s core values of integrity, professionalism, transparency, dedication, and teamwork. He assured the team of his open-door leadership style, encouraging innovation, inclusiveness, and continuous dialogue to strengthen the institution’s capacity and public trust.
The ceremony reached its formal climax with the signing of the handover notes, detailing the state of operations, assets, and ongoing responsibilities of the Commission in Gombe State. The symbolic transfer was concluded with a group photograph, capturing the unity and shared vision of the INEC Gombe team.
Following the event, the outgoing and incoming RECs paid an inspection visit to the REC’s official residence and the INEC Zonal Store in Gombe to assess the condition of key facilities and ensure the new REC was fully acquainted with his administrative and operational environment.
Demonstrating commitment from day one, Dr. Idris immediately convened a management meeting with departmental heads to discuss pressing operational priorities. He subsequently held a meet-and-greet session with the general staff, reinforcing his vision of a collaborative, transparent, and performance-driven leadership. Plans were also made for a strategic meeting with all Electoral Officers in the state, scheduled for the following week.
This meticulous and well-structured handover highlights INEC’s dedication to institutional continuity and effective governance, paving the way for a stable and impactful tenure for the new REC in Gombe State.
