In a renewed effort to reposition the Federal Civil Service for greater efficiency, the Federal Government has reiterated its commitment to promoting administrative excellence, ethical conduct, and results-driven service delivery in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 2021–2025).
According to an official signed statement made available by Segun Imohiosen, Director, Information and Public Relations OSGF, the reaffirmation was made by the Permanent Secretary, General Services Office, Office of the Secretary to the Government of the Federation (OSGF), Dr. Nnamdi Maurice Mbaeri, during the opening session of a 3-Day Training Workshop on “Administrative Excellence Through Ethics, Discretion, and Result-Driven Service” held in Abuja.

Dr. Mbaeri stated that the training aligns with the core pillars of FCSSIP 2021–2025, a strategic reform framework designed to enhance innovation and performance management across Ministries, Departments, and Agencies (MDAs) of the Federal Government. He explained that the workshop was part of deliberate measures to upskill civil servants with the tools and techniques needed to operate efficiently in a modern work environment characterized by rapid technological advancements and increasing demands for public accountability.
“The FCSSIP 2021–2025 is a comprehensive strategic framework that was developed to drive innovation and excellence within the Federal Civil Service. This training serves as an implementation tool under the performance management pillar. It is intended to sharpen the professional capacity of civil servants and equip them with the requisite skills to adapt to the evolving dynamics of public administration,” Dr. Mbaeri stated.
He emphasized that in the face of rising public expectations and national developmental goals, civil servants must be empowered to not only execute tasks with precision but also demonstrate ethical leadership, discretion, and a commitment to measurable results.
Encouraging the participants to take full advantage of the training, Dr. Mbaeri urged them to draw from the deep well of experience offered by the facilitators and resource persons. He stressed that administrative excellence could only be achieved through a deliberate culture of professionalism, ethical integrity, and a firm orientation toward public value delivery.
“As public servants, your ability to deliver impactful service is not just dependent on your knowledge, but also on your ability to apply that knowledge with ethics, discipline, and discretion. This workshop provides a rare opportunity to internalize those values and translate them into performance,” he noted.
In her address during the training session, the Principal Consultant and Managing Director of XEM Group, Dr. Eugenia Ndukwe, underscored the transformative intent of the programme, describing it as a platform to empower civil servants with the knowledge, skills, and mindset to be proactive, ethical, and purpose-driven in their official responsibilities.
Dr. Ndukwe highlighted that the training curriculum was carefully designed to reflect the real-world challenges facing administrative professionals in government institutions, and to offer actionable solutions rooted in integrity and performance.
“The training programme has been thoughtfully curated to empower you with the knowledge, tools, and ethical grounding to excel in your role. Our goal is to help you navigate the challenges of modern administrative work with clarity, professionalism, and purpose,” she stated.
She further explained that excellence in civil service is not only measured by how well rules are followed, but also by the extent to which public servants go the extra mile to deliver value that improves the lives of citizens.
The workshop featured various modules on ethics in public administration, discretion in service delivery, performance monitoring, decision-making strategies, and professional development for contemporary civil servants. Participants were drawn from diverse MDAs across the Federal Civil Service and engaged in robust interactive sessions, case studies, and practical exercises aimed at enhancing their administrative capabilities.
The 3-Day Training Workshop marks another step in the ongoing civil service reform process being driven by the Office of the Head of Civil Service of the Federation, with collaborative support from institutional partners, aimed at building a high-performing civil service that can serve as the engine room of national development.
