The Nigerian Air Force (NAF) and Amnesty International Nigeria have deepened collaboration on civilian safety, accountability and adherence to international humanitarian standards during military air operations.
The two organisations held an engagement on September 15, 2026, when a delegation from Amnesty International Nigeria visited the NAF as part of the organisation’s ongoing research and efforts to strengthen dialogue on civilian protection during military operations.
The Executive Director of Amnesty International Nigeria, Mr Isa Sanusi, appreciated the NAF for facilitating the engagement, while acknowledging the Service’s efforts to mitigate harm to civilians in the course of its operations.
Speaking on behalf of the Chief of the Air Staff, Air Marshal Sunday Kelvin Aneke, the Chief of Civil-Military Relations, Air Vice Marshal Edward Gabkwet, said the NAF considered credible human rights and civil society organisations important stakeholders in promoting accountability, transparency and compliance with international best practices.
Gabkwet stated that Civilian Harm Mitigation was embedded in NAF doctrine and incorporated into the planning and conduct of air operations.
He explained that NAF operations were guided by applicable provisions of International Humanitarian Law, the Laws of Armed Conflict, Standard Operating Procedures and approved Rules of Engagement.
The engagement also emphasised the importance of sustained dialogue, transparency and continuous improvement in strengthening public confidence in military operations.
Both parties agreed to maintain constructive engagement, with the NAF reiterating its commitment to protecting civilian lives while working with credible stakeholders in support of its constitutional mandate to safeguard Nigeria’s territorial integrity and national security.
