The Fiscal Responsibility Commission (FRC) has launched an ambitious institutional reform drive with the unveiling of a new Strategic Plan aimed at strengthening transparency, accountability, and sustainable fiscal governance across Nigeria’s public finance system.

The reform agenda was unveiled at the Commission’s 2026 Management Retreat held at Zuma Rock Resort, Niger State, where the Acting Chairman of the Commission, Charles Chukwuemeka Abana, charged management staff and senior officers to embrace a new culture of professionalism, innovation, and measurable performance in line with the Commission’s renewed mandate.

Speaking during the opening ceremony of the four-day retreat holding from May 11 to 14, 2026, Abana described the gathering as a defining moment in the evolution of the Commission and a critical turning point for fiscal oversight in Nigeria.

He said the retreat, themed “Strengthening Institutional Performance through the Implementation of the Commission’s New Strategic Plan,” was designed to reposition the Commission for emerging fiscal realities, deepen institutional reforms, and enhance operational effectiveness in an era of increasing public demand for transparency in governance.

According to Abana, the newly approved Strategic Plan represents more than an administrative framework, describing it as a comprehensive roadmap for institutional transformation and sustainable results.

“This Strategic Plan is not simply a policy document; it is a roadmap for institutional transformation, a framework for measurable progress, and a guide for achieving sustainable results in the discharge of our responsibilities,” he stated.

The Acting Chairman stressed that citizens now expect stronger accountability systems and prudent management of national resources, while government institutions and development partners require more effective fiscal oversight mechanisms.

He explained that the new strategic direction would strengthen monitoring and enforcement systems, improve stakeholder engagement, deepen inter-agency collaboration, leverage technology for operational efficiency, and enhance institutional capacity across all departments of the Commission.

As part of the reform initiative, Abana unveiled the Commission’s new Vision and Mission statements, which he said would define a renewed institutional culture anchored on integrity, service excellence, innovation, and professionalism.

The new Vision, he explained, is “to be Nigeria’s leading fiscal authority ensuring transparent, accountable, and sustainable fiscal governance for national development,” while the Mission seeks “to promote fiscal integrity through evidential oversight in revenue, expenditure and debt management decisions for efficient service delivery.”

He further disclosed that the retreat would focus extensively on reviewing the Commission’s statutory responsibilities in line with emerging fiscal realities, improving compliance monitoring and enforcement strategies, strengthening institutional coordination, boosting staff productivity, and promoting teamwork and innovation.

Abana also revealed that the Fiscal Responsibility Commission would assume a critical oversight role in Nigeria’s evolving tax reform framework and fiscal policy implementation architecture.

“The Fiscal Responsibility Commission will act as a watchdog and policy-support institution in the new tax regime to ensure transparency, accountability, efficient revenue management, and sustainable economic growth in Nigeria,” he said.

The Acting Chairman urged management personnel to demonstrate commitment and discipline in implementing the Strategic Plan, emphasizing that the success of the reform agenda would depend largely on collective ownership and institutional dedication.

He added that participants at the retreat would undergo specialized capacity-building sessions covering organizational process improvement, problem analysis tools, process mapping, and emerging applications of Artificial Intelligence within the fiscal ecosystem.

The retreat also attracted strong endorsements from development partners and civil society organizations, who commended the Commission’s renewed reform-driven posture.

Delivering a goodwill message on behalf of the Country Director of the Rule of Law and Anti-Corruption (RoLAC II) Programme, Associate Project Officer, Muhammad Sani Kassim, reaffirmed the organization’s commitment to supporting the Commission in institutionalizing the new Strategic Plan.

Kassim described the Fiscal Responsibility Commission as a strategic institution in Nigeria’s accountability and transparency architecture and pledged continued technical support towards achieving its reform objectives.

He expressed confidence that the Strategic Plan would become fully institutionalized within the Commission before the end of the year.

Also speaking on behalf of BudgIT Country Director, Mr. Vahyala Kwaga, Mr. Thaddeus Jolayemi commended the Commission for sustaining constructive engagement with civil society organizations and reform stakeholders.

BudgIT praised the leadership approach of Acting Chairman Charles Abana, describing his engagement style as accessible, reform-oriented, and forward-looking.

The civic technology organization stressed that anti-corruption agencies and fiscal institutions must move beyond reactive anti-corruption campaigns to building sustainable governance systems where accountability, transparency, and prudent resource management become institutional culture.

BudgIT also acknowledged the contributions of International IDEA and the European Union-funded RoLAC Programme in strengthening democratic governance, anti-corruption systems, and accountability frameworks in Nigeria through strategic institutional partnerships and technical support.

The retreat is expected to produce far-reaching resolutions and implementation frameworks that will shape the Commission’s operations and strategic priorities in the coming years as it intensifies efforts to strengthen fiscal discipline, improve public confidence, and promote responsible governance across Nigeria’s public sector.
