The Nigerian Communications Commission (NCC) has been ranked among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government with the best-performing websites for 2025 by the Bureau of Public Service Reforms (BPSR), reaffirming the Commission’s strong commitment to digital innovation, transparency, and efficient public service delivery.
The recognition comes barely three weeks after the telecommunications regulator was named among the top five best-performing Federal Government agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), underscoring the NCC’s consistency in leveraging technology to enhance regulatory efficiency and stakeholder engagement.
In an official statement signed by the Head of Public Affairs of the NCC, Mrs. Nnenna Ukoha, it was disclosed that the Commission ranked second in the BPSR 2024/2025 Scorecard for MDAs’ website performance, emerging from a pool of 235 evaluated government institutions. Galaxy Backbone Limited secured the top position, while the Nigeria Export Promotion Council (NEPC) placed third.
According to the BPSR, the assessment was conducted using 14 comprehensive evaluation criteria designed to measure compliance and effectiveness of government websites. These included adherence to the official .gov.ng domain name, appearance and aesthetics, content quality, relevance to institutional mandate and government policy, website structure, responsiveness across devices, security, load time, usability and ease of navigation, availability and uptime, functionality, interactivity, accessibility, and evidence of capacity building.
The announcement was made during the official release of the Federal Government 2024/2025 MDAs’ Website Scorecard Ranking, held on Monday, December 22, 2025, at the Federal Ministry of Finance Auditorium in Abuja, while the formal presentation of the award took place the following day, Tuesday, December 23, 2025, at the BPSR headquarters.
The award serves as a key index metric under the National e-Government Masterplan for assessing Nigeria’s e-Government status and was presented to the NCC in recognition of its sustained efforts to maintain a world-class website that enhances service delivery and access to information for citizens and stakeholders.
Receiving the award on behalf of the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, the Executive Commissioner for Technical Services, Mr. Abraham Oshadami, expressed appreciation to the BPSR for the recognition. He described the honour as a strong encouragement for the Commission to further strengthen its digital platforms in line with the Federal Government’s Ease of Doing Business policy.
“This recognition is another motivation for the Commission to continue improving as a public service institution by leveraging digital platforms, particularly our web presence, to enhance service delivery to our various stakeholders,” Oshadami said.
While presenting the award, the Director-General of the BPSR, Mr. Dasuki Arabi, commended the NCC alongside the other top-ranking agencies for their proactive commitment to maintaining world-class websites that align with the Federal Government’s policy direction on effective and efficient service delivery.
Arabi noted that the 2024/2025 website ranking exercise reflects the collective efforts of federal public institutions to promote transparency, accountability, and openness in governance, while aligning with global best practices. He added that the annual scorecard, which was developed about six years ago, has encouraged more public institutions to embrace reforms and align with the Renewed Hope agenda of the current administration under President Bola Ahmed Tinubu, particularly in improving governance outcomes.
“The imperative of harnessing technological tools for service delivery has become even more critical following the COVID-19 pandemic and the disruptions to socio-economic systems globally, which have reshaped competitiveness, cost-effectiveness, and agile governance,” Arabi stated.
“As the engine room of governance, the public service must deploy technological innovations and standardized websites to perform statutory duties and meet the service needs of citizens,” he added.
He further explained that the scorecard exercise forms part of the BPSR’s broader reform mandate, which includes researching reform implementation efforts, showcasing best practices across the public service, improving access to government information, facilitating seamless financial transactions, eliminating corruption and cyber theft, and enhancing access to government services.
Highlighting the rigor of the evaluation process, Arabi disclosed that members of the scorecard jury, drawn from various inter-ministerial agencies, subjected the websites of selected MDAs to an exhaustive assessment process. He noted that the outcomes were further subjected to a quality assurance mechanism to validate the final rankings.
The recognition further reinforces the NCC’s position as a leading public sector institution in digital governance, innovation, and responsive service delivery within Nigeria’s public service landscape.
