The Office of the Secretary to the Government of the Federation (OSGF) has signed a Memorandum of Understanding (MoU) with the National Agency for Science and Engineering Infrastructure (NASENI) to digitalise all processes of the Federal Executive Council (FEC), paving the way for a fully paperless Cabinet system by December 2025.
The agreement, which was formalised through the Cabinet Affairs Office (CAO) responsible for coordinating FEC activities, marks a significant milestone in the Federal Government’s ongoing drive to modernise administrative operations and embrace technology-driven governance.
According to an official statement signed by the Director of Information and Public Relations, Mr. Segun Imohiosen, the Secretary to the Government of the Federation (SGF), Senator George Akume, CON, was represented at the signing ceremony by the Permanent Secretary, Cabinet Affairs Office, Dr. Emanso Okop Umobong.
Speaking on behalf of the SGF, Dr. Umobong described the digitalisation project as a landmark step towards enhancing efficiency in government documentation, record management, and decision-making processes.
“Digitalisation of the Cabinet Affairs Office will significantly ease the burden on Honourable Ministers, who currently have to handle voluminous documents during council meetings,” he said. “In December 2024, we achieved real-time transcription of Council proceedings. This next phase will fully digitalise all processes. By December 2025, we are confident that the Federal Executive Council will operate completely paperless, and we are grateful to NASENI for partnering with us to make this a reality.”
He added that the new system will improve workflow, ensure better archiving of records, and promote environmental sustainability by reducing paper use across the Cabinet structure.
On his part, the Executive Vice Chairman and Chief Executive Officer of NASENI, Mr. Khalil Suleiman Halilu, expressed the agency’s readiness to deploy its technical expertise to actualise the project. He revealed that NASENI has already achieved a full digital transformation within its internal operations and is now extending the same innovative solutions to the OSGF.
Halilu emphasised that the partnership aligns with President Bola Tinubu’s vision of building a digitally empowered public service capable of driving efficiency, transparency, and innovation in governance.
The collaboration between OSGF and NASENI underscores the Federal Government’s commitment to adopting home-grown technological solutions, enhancing administrative efficiency, and fostering a more sustainable and productive working environment across government institutions.
