CIPSMN Faults BPP Over Collaboration With Deregistered Association

The Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) has expressed strong disapproval of the Bureau of Public Procurement’s (BPP) alleged partnership with the defunct Procurement Professional Association of Nigeria (PPAN).

‎The Institute, in a release made available to Daily Tides News Online, described the development as “an embarrassing assault on legality and due process.”

‎According to the statement, the Institute was shocked to see a public announcement for a “Special Meeting/Workshop” purportedly organized by PPAN in collaboration with the BPP. The event, scheduled for October 18 in Abuja, lists the BPP Director-General, Dr. Adebowale Adedokun, as keynote speaker.

‎CIPSMN said it was deeply concerned that the BPP’s logo and the DG’s image were used on the invitation materials, thereby misleading the public into believing that the event was legitimate.

‎The Institute explained that PPAN ceased to exist in 2013 following its deregistration by the Corporate Affairs Commission (CAC), which found that the association violated Section 30(1)(a) of the Companies and Allied Matters Act.

‎“PPAN is not recognized by law, and any collaboration with it is null and void,” the statement stressed. “The BPP’s involvement raises serious ethical and legal questions.”

‎CIPSMN President, Alhaji Sikiru Oladapo Balogun, stated that “Dr. Adedokun appears to be the driving force behind this illegality,” warning that such conduct undermines professional discipline.

‎He reaffirmed that CIPSMN remains the only statutory authority empowered to regulate and certify procurement and supply management professionals in Nigeria. The Institute urged practitioners to stay vigilant and uphold the values of professionalism.

‎CIPSMN also appealed to the Federal Government to caution agencies against actions capable of discrediting professional institutions and weakening regulatory integrity.
